Dr. Jeff Raykes has been working in the neighborhoods and downtowns of southwestern Pennsylvania as a professional planner for nearly two decades. Most of this time has been spent in the public sector, leading municipal organizations and local and county planning departments.
In 2014, Jeff founded Stuart Group Consulting with the aim of reframing the practice of planning around people and places. This bottom-up, place-based approach is gaining traction.
As a consultant, Jeff has had the pleasure of working with a growing number of public, private, and nonprofit organizations in ways that challenge the status quo and build excitement around planning, people, and places.

Nick Mannone has provided expertise as a GIS Analyst and Data Analyst to the planning process for over three years. Backed by over 7 years of education in GIS, geography, planning, and mathematics, Nick has the technical skills and knowledge to obtain and distill reliable information to his planning partners.
Nick’s strong belief that sound information guides smart decision making has made planning a natural fit for Nick. As a Planning Consultant and Data Analyst , Nick has provided reliable analysis, and the most modern techniques to the communities and planning partners he works with.

Daniel Kukula is senior Regional Planning and Political Science student at the Indiana University of Pennsylvania. While still an up-and-comer in the world of planning, Daniel’s passion for community building has always driven him to stay active and embrace leadership roles in places such as IUP’s Student Planning Organization and Student Government Association.
That same passion was what led Daniel to study planning, where he saw an opportunity to use his love for bringing people together to create real change in the world around him.
Daniel is currently a Student Planner with Stuart Group and has been working on the INDIANA2030: Tomorrow Together comprehensive plan update project.
After graduating in May of 2025, Daniel is eager to begin his professional career in a city, where he hopes to work in the public sector on housing and community development projects.
